CComment Core 5.0.1, default template, joomla 2.5

Adding comments enabled only for Registered.
As public you can see links 'quote' and 'reply'. When you click of there there is a JS error:
quote: TypeError: form.comment is undefined
reply: TypeError: form.getElement(...) is null - form.getElement('textarea').focus();

When there is a message like 'you are not allowed to add comments' links quote/reply shouldn't be available.

I just wanted to fix this, but few things came to my mind.

Right now only the user groups that are authorised to post comments, can actually post comments. Is it a good idea to grant post priviligies to moderator groups, no matter if they are selected in the authorised to post comments field?

This can lead to situations where an article is closed for further commenting, but moderators will be able to leave replies there? Is this a situation we want to go into?

no, I wouldn't go that way
one can set who is authorised to post
in our case that is not necessarily the same as who is authorised to moderate

moderators remove unwanted comments

also, if you want them to post, you can just mark it in the permissions box

If moderators are not allowed to post, they also now don't see the reply|quote + edit buttons. They only have publish/delete privileges.
