The website I am building will be for a volunteer group in a small community. The total populations is just 8,000+- people. To cut down spam and limit comments to only those with a direct stake in the issues being discussed, I would like to allow anyone to register and read whatever they want.

Then, I would like to restrict writing comments to actual residents of this community.

Did I miss something that would work in the configuration and setup?

What do you advise?
