Resolved Incorrect display of Czech language on frontend

Hey,

I've enabled Czech language for front end on my web http://www.bizy-bee.com but it still replaces Czech letters by ?

You can see an example here:
http://www.bizy-bee.com/kultura/filmy/107-milionar-z-chatrce-slumdog-millionaire#josc120

Please fix it, the comment is not readable without these special Czech characters. [img size=535]http://compojoom.com/components/com_agora/img/members/1518/comment_bug.jpg[/img]
