Is it possible to adapt ccomment email queue and its cron job to hotspot email to author?

I have extend controller "email to author" class to create a "recommend it" form and a "send mail to admin" form.
I will get many email out of sendmail. I need to control email quantity output to stay in the limits of siteground plans.
So emails have to be saved in database and sent by cronjob.
That s why I need to adapt ccomment email queue.

Please advise.
