I am simply trying to download at this point. Perhaps I am looking in the wrong place but I can find only 3 downloads for Joomla 1.5:

!JoomlaComment Plugins (only joomla 1.5 native)

Of these I assume that the correct file woudl be the Joomla Comment Component. However, when I go to that page, there is only one file and that is the 4.0 alpha:
