Resolved Comment should be after Readmore

I want to change the order of 'Write Comment' to come after 'Readmore'. Please look @ my site http://www.ethiopia.org
It just does not make sense to click on comment before reading the content. I tried at the backend to reorder but I was not
able to do it. I need help
