I purchased CompojoomComment since I was tired of waiting for Jcomments for Joomla 1.7+ to appear. So far this is best comment system I have tried for Joomla 1.7+ with one large thing missing, the ability to create comment policy. If there is away to create a comment policy from the backend (instead of using the templates to put the comment policy at the comment form area), it will be perfect.
