Is it possible to block a specific (registered) user from adding comments?

We have a situation where registered users can comment directly on articles without approval of the site manager(s). But on of the registered users is posting stuff that is very unwanted. We could just block the account, but in this situation this is not the best solution. We would like for the user to see the comments, but not being able to post or respond/reply.

I don;t think there is an option for this at the moment.

Workarounds could be:

1) Create a new usergroup with similar rights as registered users, except the ability to create comments. (Would that work? Will users in this group SEE the comments but not able to comment themselves?)

2) The workaround we use now: We add the user ID to the DOM and then use CSS to hide the form and buttons. A user that can disable of alter the CSS could show the form again, so it's not super safe. But it might do the trick in this situation.

So my question is: Are there other options to disable selected CMS users from commenting using CComments?
