Can CComment be configured to disallow comments that have links in them?

My client is using Komento and his site is plagued by spammers who post comments with links to spam junk.

No, but you could use akismet to check if the comment is spam or not. If akismet says that the comment is spam we'll save it as unpublished and a moderator could decide if it should be published or deleted
