Utilizo Jomsocial 3.0, I bought Hotspot to find users based on groups of jomsocial.
How do I import users and their group memberships?

There is no such feature in hotspots. There is a plugin to integrate with jomsocial, but it only publishes the hotspots to the user's stream and assigns user points.
