Yes, you need to enable the hotspotslink - web url plugin. Then in the backend you would be able to select web and link to an url.

I have enabled the Hotspots Links - Articles but cant see where to add the link

You should enable the plg_hotspotslinks_external. Once you do, then you would have the option to select an external link and you would need to type a full URL there.

Ah sorry Gary. I thought that all hotspotslinks plugins were part of the core package, but now I saw that it is only in the PRO version.
