go to the backend -jocoment -> content settigns-> security

and look at word lenght and so on. Change the settings to -1. This should solve it. The function that we use there are not utf-8 aware - this is changed for 4.0.
Greetings!
Daniel

I have the same problem using Persian (fa-IR) language,
I am using
joomla 1.5
Joomlacomment 4.0

default char set for joomla database is UTF8 {utf8-general-ci (Unicode (Multilingual) ,case-insensitive )}

Joomlacomment setting:
comment setting>Local charset: is utf8

but the problem was with comment char set in the database which is (latin1-swedish-ci)
I am not an expert to say what causes comment system to use this charset, unlike the other part of the database, but after changing all table setting to utf8-general-ci the problem solved,

also the "max length" fields in security tab are enable and working fine.

my suggestion is:
1- if the database charset is setting by your package during installation, please change it to utf8-general-ci
2- if I should change something to avoid this, in new installation please let me know.

Thanks for the great job
