Hey Eliecer,
That is the way it is going to work for a little while.
Since your hotspots are all in the same area you can go to media/com_hotspots/js/sandbox.js

line 147:

            this.fitBounds(
                new google.maps.LatLngBounds(
                    new google.maps.LatLng(-80,-160),
                    new google.maps.LatLng(80,160)
                )
            )

and modify the bounds to the necessary area for your location.

Of course there is a way. And as usual there is the fine balance between making everything perfect and living with the imperfect results.
If I was to modify hotspots to have the boundary of the search I would spend min 1 day doing this. And I guess it would be more in the area of 2-3 days. That is why it is now doing what it does. When the more important things are polished out I'll fix it. For now it will be hardcoded on the world coordinates.
