There is nothing strange with the SEO - in matter of fact it is perfectly semantic and correct according to the URI specification.
You don't receive any penalties or whatever from the url. As you can see there is a hash sign. After that there is ! -> #! is used by a lot of online one page applications (such as hotspots) those days. Twitter was using the same & they have no updated to support the HTML5 history API. I would love to do the same, but due to the way joomla works the easiest way to support a lot of scenarios is currently using #!. As I said there is nothing wrong with that.
If you try to modify it hotspots won't work.
