Where can I put the file to brazilian-portuguese??

I think we can create a category in Downlod, like "Languages".
I'm attaching the file, feel free to put this file right in the place. brazilian_portuguese.zip

Olá. Coloquei o arquivo brazilian_portuguese.php em /public_html/administrator/components/com_comment/admin_language
Selecionei lá no joomlacomment
Frontend language: brazilian_portuguese
e em Backend language: brazilian_portuguese
Salvei e a linguagem não mudou para português. Pode me ajudar?
Aliás, o espanhol dá certo...
