I believe that questions like this have been addressed quite thoroughly before.
Perhaps you can start by checking this thread: UTF-8 in database fields

are the fields in the jos_comment table also in utf8_general_ci? Are you able to read the comments in them trough phpmyadmin?

I suppose your host gave you some kind of control panel such as cpanel.

Here is information how to use cpanel with phpmyadmin to access your database:

when you log with phpmyadmin into your database you should see the table jos_comments (or something else as prefix xxx_comments).

this one looks very complicated for me ....is there any other way to correct it?

if I need to do this complicated stuff then I'm afraid to done something wrong.

I would say than there is no Croatian letter support and will change to english or ...

of course there is Croatian support. Man! How are you expecting to support a website if you are afraid of making something wrong? That is why we are human to do mistakes and learn from them.

Get the phpmyadmin tool and go to the jos_comment table, then see if it is utf8_genaral_ci, look if the fields in the table are utf8_general_ci and if not, change them to this.
