Here is the text that is shown for users that are not registered:

Only registered users can write comments!

How can I change this text AND create a link for them to go to the actual registration page?

Open up the language file and change the text there.

Please advise how to write a link in this code. The following is not working:
JOSC_define('_JOOMLACOMMENT_ONLYREGISTERED', 'Only <a href="http://thehighlanderonline.com/home/component/comprofiler/registers">registered</a> users can write comments!');
