Where is the Event Organizers drop down list to choose the organizer when creating a new event? It seems to be missing. I tried to use the Tutor field but that didn't show up.

In the frontend? This is hidden there - you can only create events there for yourself (as long as you don't enable -> Edit / organize all events (frontend) option in the settings).
