TOPIC: Notify to registered without to be a moderator

Hello
Does any of you have the need to notify when a comment is posted to every enregistered people without to that one be a moderator (I use the OVH cron)?
Or for the same end, not to be able to change the comment of other people except you?

Sorry, I don't understand what you mean. Can you reformulate your question?

I use Ccomment and need that - each time a comment is posted- all the members of a "user group" receive, by mail, a notification with the content (or the information ) of that post.
But I don't want that this people can change or delete the comment itself ( as it is possible if the "users group" is the moderator group).
Is it more clear?
