Cannot choose the 24 hour mode e.g. 23:30 for half past eleven PM.

You have to set the time format for this. See Matukio Configuration -> Layout -> Date formats for this.

For example:

Default date format is: l, d. F Y a h:i a

You could update it to: l, d. F Y a H:i
