I just installed joomla comments but i would like to change something and i cant find where to do it.
At the homepage there is a link to the comment form, but on all other pages it shows the full form, i want this the same as the front page, is this possible, how do i do this

What do you mean? If you have already opened an article of course that you will see the full form.
You can try it with another template(with hidden form per default)

Do i need to change this in the site template or the comment template ?

Look under layout in the settings of our component.
