I use utf8_general_ci and I have ??? in comments on the site.
But to the mail i have normal messages with right coding.

I try

and change the values there to something big.
for example for line length -1 and so on.

not work.

Can you look in the database and tell us if the comments are saved with "???" ?

all site in normal Russian language,but comment in ?????.
