Resolved Broken links. JED 1.5

Some link in JED cheker are broken. JED version 1.5 For example in JED extension description:
...The JED has strict requirements to the extensions that get listed there. Those requirements can be found here. ...


Errors description has also broken links. It is haard to figure out some issues:

Rule PH1 - PHP Headers missing GPL License Notice
A notice is required on each PHP file stating that the file is licensed GPL (or other compatible accepted license). More info here.


Please fix broken links.
